RBI Opens a Daily Dollar Window for Indian Oil, HPCL and BPCL — and Rewrites the Hedging Rules

Abstract:The Reserve Bank of India will sell dollars directly to Indian Oil, HPCL and BPCL every day from Monday, 12 October, covering what its two Saturday releases called the "entire daily dollar requirements" of the three state-run refiners. The window runs until further notice, with the dollars routed through designated banks. It landed with the rupee near 97 to the dollar. Monday's open told a different story. The currency strengthened about 1%, quoted at 95.76 by The Economic Times and 95.83 by Upstox, while bank stocks slipped.

The Reserve Bank of India will sell dollars directly to Indian Oil, HPCL and BPCL every day from Monday, 12 October, covering what its two Saturday releases called the “entire daily dollar requirements” of the three state-run refiners.

Five Changes, and Which Ones We Can Verify

Two RBI releases on Saturday, 10 October did more than open a dollar tap. They rewired who can hedge, how much, and at what cost. Here is what the @MarketSmithIND thread says the documents contain.

The window. The RBI will sell dollars, through designated banks, to meet the entire daily dollar requirements of Indian Oil, HPCL and BPCL, starting 12 October and continuing until further notice.

Hedging limits. The amount a bank can let a client hedge without proof of an underlying exposure falls from about Rs 970 crore to about Rs 49 crore equivalent, across all banks. The same cut applies to exchange-traded rupee derivatives, across all exchanges taken together.

A new Foreign Exchange Risk Reserve. On rupee derivative contracts above about Rs 19 crore notional, where the user is buying foreign currency to hedge a current-account exposure, banks must keep 20% of the rupee notional in cash with the RBI.

No rebooking. Cancelled rupee derivative contracts can no longer be rebooked. Rollovers on maturity are still allowed.

No double hedging. Hedgers must confirm the same exposure is not hedged with another bank.

One caveat matters here. The oil window has been reported by Reuters, The Hindu, Livemint and Business Standard. The thresholds above — Rs 49 crore, Rs 19 crore, 20% — appear only in the thread summarising the two releases. Treat them as the thread's reading of the documents until the RBI's own text circulates.

The Rupee Gained 1%. Bank Stocks Did Not.

By late morning Monday, CNBC TV18 reported the Nifty Bank index down 250 points, with Axis Bank, Yes Bank and State Bank of India each off about 1% and most other constituents down 0.5% to 1%. AU Small Finance Bank and HDFC Bank were the only two holding up.

The trigger it points to is a separate piece of Saturday's package. The minimum daily cash reserve requirement for banks rises to 99% from 90%, effective from the fortnight ending 31 October. The overall cash reserve ratio stays at 3%.

This is the first time in over a decade the daily floor has been set that high. The last instance was July 2013, relaxed to 95% by September of that year and to 90% by 2016.

Banks now have to hold more cash with the RBI every day, with less room to let balances dip. CNBC TV18 flagged potentially higher short-term funding costs, and noted the pain will not be spread evenly: lenders with stronger deposit franchises and surplus liquidity are better placed.

Separately, the RBI announced an open market operation sale of Rs 25,000 crore for 13 October, after draining more than Rs 1 lakh crore through OMOs in September. Surplus liquidity stood at Rs 3.88 lakh crore as of Thursday, 8 October.

Those steps target liquidity from FCNR (B) inflows and aim to pull the weighted average call rate closer to the repo rate. Different problem. Same weekend.

Where the Dollars Actually Come from

The dollars in the oil window do not disappear. They come out of the RBI's reserves.

Reserves fell from $785.7 billion on 4 September to $734 billion on 2 October, a drop of nearly $52 billion in under a month, according to The Times of India. The @MarketSmithIND thread reads the latest figure as a fourth consecutive weekly decline.

That is the trade-off at the centre of all this. A window like this moves dollar demand off the market rather than removing it. Importers still need the dollars. The RBI is now the counterparty instead of the spot market.

Why now: crude prices are rising and the state oil marketing companies need more dollars to buy cargoes, The Hindu reported. Reuters described the package as “tough curbs on dollar demand to defend the rupee.”

Who Carries the New Cost

The cleanest line in the thread: the 20% risk reserve applies only where the user is buying foreign currency. An importer hedging a payable carries the extra cost. An exporter selling dollars to hedge a receivable does not.

That split decides how the cost shows up. The bank must park 20% of the rupee notional in cash with the RBI on contracts above the threshold. That cash earns nothing and cannot be deployed elsewhere. Where the bank prices it into the deal, the importer's effective hedging cost rises.

Cutting the no-proof hedging limit from about Rs 970 crore to about Rs 49 crore removes a channel that let desks take positions without documentation of an underlying exposure. It is roughly a twenty-fold reduction.

Banning rebooking of cancelled contracts closes a round trip: cancel, rebook at a better level, repeat. Rollovers at maturity survive. Double-hedging the same exposure across two banks is now explicitly the client's certification to make.

None of this touches the spot market directly. It touches the cost of managing exposure to it.

What Traders are Saying, and What is Still Unverified

Four other posts on the topic surfaced in the same 24-hour window.

@jags0923 posted a detailed breakdown and highlighted the same no-rebooking rule, which corroborates that piece of the thread. @Rajneesh__jha framed the oil window as the RBI's “brahmastra” and “secret weapon” against rupee weakness, noting the oil companies need billions of dollars to import crude. @ETMarkets did not address the RBI measures at all, reporting instead that foreign investors sold Indian equities worth Rs 45,000 crore over six sessions — background pressure on the currency, not a fact about the new rules.

Where the accounts diverge: the thread gives hard numbers for the derivative limits. The other posts do not. No mainstream report reviewed for this article has matched the Rs 49 crore limit, the Rs 19 crore threshold or the 20% reserve figure, so those remain single-sourced.

Also unresolved: the oil window has no end date. “Until further notice” is all the thread offers, and none of the reports reviewed here shortens it.

The original thread drew thin engagement — two likes, two reposts, one comment at the time of writing. Thin engagement proves nothing either way. It only means those numbers have not been stress-tested by a wide audience yet.

What to Check Before You Trade This Week

Three dates and one document.

The oil window opens 12 October. The open market operation sale of Rs 25,000 crore is scheduled for 13 October. The higher daily cash reserve floor takes effect from the fortnight ending 31 October.

The document is the RBI's own release. The measures were published on Saturday, and the full text is the only place to check the thread's account of the derivative thresholds line by line. It is on rbi.org.in.

For anyone holding USD/INR exposure, the observable channels are these. The rupee's Monday move was about 1%. Importer hedging costs rise where the 20% reserve bites; exporter hedging costs do not, by the thread's own reading. Forward premiums and rupee derivative volumes are where a change in hedging behaviour would surface first. Reserves fell for a fourth straight week to 2 October, and the next weekly print shows whether the drawdown continues.

That is where the information is. Nothing above is a recommendation to buy or sell any currency pair.
