20 Chinese Arrested Over Love Scam in Penang

Abstract:Twenty foreign men have been arrested by Malaysian police following a raid on a homestay in Batu Ferringhi, Penang, where authorities allege a sophisticated love scam operation was running out of what outwardly appeared to be a tourist accommodation, targeting victims located in China.

Twenty foreign men have been arrested by Malaysian police following a raid on a homestay in Batu Ferringhi, Penang, where authorities allege a sophisticated love scam operation was running out of what outwardly appeared to be a tourist accommodation, targeting victims located in China.

The operation, conducted by the Timur Laut Commercial Crime Investigation Division alongside officers from the Batu Ferringhi police station, took place at approximately 7.05pm on Sunday. The suspects, aged between 19 and 41, were found at the property with mobile phones, laptops, notebooks, and telecommunications equipment believed to be directly linked to their alleged activities. All 20 men were remanded for four days beginning Monday pending the outcome of investigations.

Timur Laut district police chief ACP Abdul Rozak Muhammad confirmed that preliminary investigations pointed to the syndicate conducting its activities primarily via Telegram, with victims in China as the intended targets. The case is being investigated under Sections 420 and 120B of the Penal Code, covering cheating and criminal conspiracy respectively. Convictions under these provisions can carry substantial prison terms alongside financial penalties.

The arrest is the latest in a series of similar operations conducted across Penang in recent months, underscoring what investigators describe as an entrenched pattern of foreign nationals establishing scam infrastructure within Malaysia's residential and tourist areas. In July, nine Chinese nationals faced charges at the Balik Pulau Magistrate's Court in connection with a separate love scam syndicate that had been operating from a condominium in Sungai Nibong Kecil. A month earlier, in June, ten foreigners were detained during a raid on a suspected call centre at Bukit Minyak, with six later pleading guilty and each fined RM9,000. As far back as November last year, five Chinese nationals were arrested in Batu Ferringhi for similar activities before being penalised for immigration violations.

Love scams represent one of the most insidious forms of financial fraud, combining emotional manipulation with financial extraction over an extended period. Perpetrators typically build elaborate online personas and cultivate romantic relationships with targets over weeks or months before steering conversations toward investment opportunities or requests for money. By the time the deception is uncovered, victims have often transferred sums that bear a devastating emotional as well as financial weight.
