18.3 Million Malaysians Participated in National Anti-Scam Campaign

Abstract:A government-backed digital resilience programme concluded this week after recording reach figures that few public awareness campaigns in Malaysia have achieved, touching more than 18.3 million Malaysians online and generating over 22.3 million video views across social media platforms through an approach that deliberately moved away from conventional public service announcements.

A government-backed digital resilience programme concluded this week after recording reach figures that few public awareness campaigns in Malaysia have achieved, touching more than 18.3 million Malaysians online and generating over 22.3 million video views across social media platforms through an approach that deliberately moved away from conventional public service announcements.

The second edition of Online Safety IRL: Scam Edition, supported by the Communications Ministry, deployed a network of 35 trained youth advocates and content creators who produced more than 360 individual pieces of educational content across multiple platforms. The programme's architecture was built on the premise that peer-led, creator-driven advocacy is significantly more effective at changing behaviour than government-issued warnings delivered through traditional media.

What distinguished this edition from its predecessor was the introduction of an interactive scam simulation that drew more than 900,000 users into realistic digital environments designed to replicate the conditions under which online fraud actually occurs. Rather than describing scam scenarios in abstract terms, the simulation placed participants inside those scenarios, challenging them to recognize warning signs, make real-time decisions, and experience the psychological pressure tactics that fraudsters use to extract money and personal data from their targets.

Community engagement extended well beyond the digital sphere. Youth advocates conducted in-person sessions involving more than 650 Malaysians across multiple states, spanning demographics from secondary school students to senior citizens. The inclusion of older participants is particularly significant, as elderly Malaysians have consistently represented a disproportionately vulnerable segment of scam victims, particularly in cases involving investment fraud and romance scams.

Complementary initiatives added further reach. Meta's “Is This Legit?” scam awareness game, introduced in parallel with the programme, was accessed by more than 26,000 Malaysians and was designed to build practical identification skills through gamified interaction rather than passive information delivery. CelcomDigi contributed through community advocacy efforts tied to its MobileSHIELD tool, reinforcing the campaign's emphasis on equipping individuals with preventive instruments rather than simply alerting them to the existence of threats.

Communications Ministry secretary-general Datuk Abdul Halim Hamzah framed the outcome as evidence of what inter-agency and cross-sector collaboration can produce when aligned toward a common objective. The programme was implemented by social impact agency Ratio:Cause, whose executive director New Su Shern emphasized that the design philosophy centered on behavioural change grounded in real-world experience rather than information dissemination alone.
