Capital.com Hires MENA Heavyweight Mamoon Sbeih as CSO

Abstract:Capital.com has appointed Mamoon Sbeih, former APCO MENA Chairman with 27 years of strategic communications experience, as Chief Strategy Officer to lead corporate strategy, government relations, and corporate communications as the trading platform expands into new markets.

Capital.com has named Mamoon Sbeih as its new Chief Strategy Officer, the global online trading platform announced on 5 August 2026. The appointment signals the fintech's push into new markets, with Sbeih bringing nearly three decades of strategic communications experience across the Middle East and North Africa.

Sbeih will lead corporate strategy, government relations, and corporate communications at Capital.com, which has grown rapidly since its 2016 launch and operates from offices in London, Dubai, Warsaw, Nassau, Sofia, Limassol, and Melbourne.

A career built on government relations and public affairs

Sbeih's career spans 27 years in strategic communications across the MENA region. He spent close to a decade at the World Bank as an External Affairs and Aid Coordination Officer before moving into the private sector. In 2003, he joined BCW in the UAE, and three years later moved to APCO, where he would spend two decades building the consultancy's Middle East presence.

At APCO, Sbeih rose to become Managing Director of the MENA region, Regional President from 2017, and most recently Chief International Business Development Officer and MENA Chairman. His December 2025 commentary on the rise of e-trading in the Middle East, delivered while still President of APCO MENA, highlighted the role of transparent regulation and growing financial literacy.

Why Capital.com made the move

Viktor Prokopenya, Founder of Capital.com, framed the hire as a direct response to expansion ambitions. “Mamoon spent two decades building APCO's business across the Middle East. He was Regional President and a widely known figure in regional government relations,” Prokopenya said. “That combination of public affairs and strategic communication experience is exactly what we need as Capital.com expands into new markets and jurisdictions.”

The group holds authorisation from the FCA in the UK, CySEC in Cyprus, and the SCA in the UAE, a regulatory footprint that underscores the government relations mandate Sbeih now carries.

A platform built on decisions, not speed

Sbeih offered a measured vision for the platform's direction. “Capital.com is building something structurally different,” he said. “It's a platform designed around better decisions, not faster ones.”

That philosophy aligns with Capital.com's positioning as a fintech offering an intuitive, award-winning platform on web and app, enabling investors to trade thousands of world-renowned markets with risk management controls, transparent pricing, and educational content.

What the hire signals for the trading sector

Sbeih's appointment reflects a broader trend: the recruitment of senior government relations talent as regulatory scrutiny intensifies and market access becomes tied to licensing negotiations. For Capital.com, already operating across multiple jurisdictions, the move suggests further geographic expansion, particularly in the MENA region where Sbeih's network is deepest.
