In Public Statement 4 of 2026, issued in Tortola on 16 March 2026, the British Virgin Islands Financial Services Commission states that Xeno Portfolio Limited has never been licensed or regulated in the Virgin Islands to carry on any type of financial services business, including virtual assets services.
The Commission says it acted because it had been made aware of websites presenting the company as an entity incorporated and registered in the Virgin Islands. It advises the public to exercise extreme caution if solicited and to avoid conducting business with the company. The statement was issued under Section 37A (4) of the FSC Act.
That wording matters for any XPO FUND regulation claim: the Commission does not say a licence lapsed or was withdrawn, it says one was never held.

The same statement records that Xeno Portfolio Limited was incorporated on 10 August 2023 under the BVI Business Companies Act, 2004, and that on 9 February 2026 it was dissolved from the Register of Companies following the resignation of its Registered Agent. It is no longer registered as a company under that Act.
Incorporation and licensing were never the same thing here, and as of February 2026 even the incorporation is gone. A broker directory checked on 22 September 2026 still showed the registered region as the Virgin Islands and the company name as Xeno Portfolio Ltd, which is exactly the stale impression the regulator moved to correct.
The Commission names two addresses in connection with the claim of BVI registration: https://www.xpo.ru and www.xpo.markets. A broker directory lists a third address, xpo.fund, for the same brand.
On 22 September 2026 both xpo.fund and xpo.markets returned an HTTP 403 Forbidden response in this check. That is a server response on that date, not proof that a service has stopped, and it is not a finding about any individual account. A brand spread across three top-level domains is a reason to confirm in writing which entity your agreement is with.
The directory record describes an evaluation model rather than a brokerage: four plans, a three-stage assessment with two simulated stages before a live stage, a one-time fee of 90 US dollars for the first stage, profit sharing of 80 per cent, and leverage of up to 1:100. It records no forex trading licence.
Evaluation programmes are often marketed as if licensing were irrelevant to them. The fee is real money paid in advance, so the question of who holds it, under which agreement and in which jurisdiction, is not answered by calling the product a challenge rather than an account.

The Reserve Bank of India publishes an Alert List of entities not authorised to deal in foreign exchange or to operate electronic trading platforms under FEMA, updated as on 19 November 2025. The RBI states that the list is not exhaustive and that an entity not appearing on it should not be assumed to be authorised. This article does not establish whether this brand appears on the current list.
Claims about regulation XPO FUND should be tested against the register that would have issued the licence. Four checks keep the assessment specific and traceable.
